How do I import a .txt file?

Sorry this seems so basic but I absolutely cannot figure out how to import this file. I have the same file I have imported as a .xlsx and .csv file successfully but I cannot figure out how to read in the .txt version. I have fiddles with the "readlines" and "textscan" commands but cant seem to get either to work. Attached is the bit of code I have right now. Currently I am getting a "Invalid file identifier" error.
