When I activate my Eldlixir of Scarlet Sanguine it won't let me use my other trap cards like Torrential Tribute until the start of my next turn.

Whenever I use Eldlixir fo scarlet sanguine on my opponent's turn it won't allow me to use torrential tribute or any of my non-special summon traps until my next turn. I'm not understanding why and was wondering if I could get some help understanding why that is.
