Forcing a Commercial LL to cleanup

Can anyone help with a legal question? I’m trying to figure out if we, townspeople, can force a LL to keep their exterior property in good order? I was hoping there is some CMR code, or a bylaw we can push forward, but my town councilman said there is now way we can force them to cleanup.
This is a commercial property that has been vacant in the middle of our town for 20 years. The windows are broken, there’s always trash in the parking lot, and it’s a landscaping disaster.
