Question about Spiderman:Homecoming

I dont know if this question has been asked or not. Shouldn't Spiderman be registered with the Sokovia Accords. If he isn't shouldn't SHEILD or someone be after him?
Is Tony "hiding" him? Feige has left the details open enough so that they can always define these things later.
