How strong is Captain America relative to others in the MCU?

Just rewatched Civil War (bloody fantastic movie btw), noticed he was able to stop the heli from taking off, but not without a lot of effort, able to resist spiderman pulling his arms with his webs, while spiderman was able to hold the building above him. Just a bit confused as to how they rate the strength of each character compared to eachother.
