Are the deleted scenes from the movies canon ?

I know most if not all of the deleted scenes don't fuck up the continuity at all and just expand on what is already present in the movie but were cut for other reasons (like long run time in Age of Ultron) but do they officially count as canon, and is there an official confirmation for the same ?
