If they decided to adapt Civil War II, who would be fighting Captain Marvel?

Civil War II was released in 2016 alongside the movie. It saw Captain Marvel fighting Iron Man over whether it was moral to arrest people over visions of the future.
Captain Marvel said yes. Iron Man said no. Bam, Civil War.
Only problem is that Iron Man is currently 6 feet under.
So, if the MCU decided to adapt this, who would be the enemy of Captain Marvel?

And it would be very circular, as it was designed for brand synergy/cash-in with Captain America: Civil War. Similarly, they made a Spider-verse sequel event (Spider-Geddon) the same yeah that the first Spider-verse movie came out.
