Bullets not doing damage on rocket ?

So I mainly play rocket and in two separate occasions now I’ve had a glitch where my bullet don’t seem to register on the enemy they register on everything else but hitting the enemy healing is perfectly fine and even shooting walls to destroy them is fine but no damage is done when shooting other players has anyone else had this problem ?
