Are my Team Ups weaker than they should be?

Discussing TUs in chat tonight someone mentioned Quakes stun doing >100k damage. Checked marvelheroes.info and when I maxed that skill sure enough, good damage. I brought her up in Roster and Viewed her. At 15 point that same ability says 5-8k. So I looked at my other TUs. All @ 15pts: Spider-Gwen's sig ~45K; Pirate DP's Shoot skill - <2k twice per second; Spider-man Leaping Assault ~25k. All my TUs are lvl 60.
