I'm a Use of Force Instructor, with a unique opportunity to develop a new Arrest and Control program. Any advice??

First and foremost, I am ditching the standard "use of force continuum". The "subject did X so I was justified to do Y" style of thinking just leads to guys jumping to the highest possible level of force that they can justify. This is abused. This is abused daily, and it is widespread. In an attempt to combat this, I have divided Use of Force into only two categories. Arrest & Control / Restraint, and Self-Defense / Fight. I want guys to be able to recognize the threat cues and jump to self-defense if needed, but I want to stop the idea that every restraint is a fight.

Ground game I am not touching at all, and I don't think they'd even let me. They paid some ridiculous fee for some Gracie certification to basically drill recruits "Plant, trap, drive" 10 million times, but I digress. It all works well enough assuming an untrained subject anyway.

The rest though...it's all fair game, if you were in this position which techniques from your art would you pass on if you could only give a couple? From the restraint side, or the fight side. If you've seen shit that cops do and thought "holy fuck that's dumb" let me know. Just keep in mind that we train to beat untrained people, and the techniques need to be both simple enough and effective enough that people of all shapes and sizes can do it. Boy, that's a tough order, I know.

I've got a fairly complete system put together so far, and one of my main points is that nothing in my proposed system has bodyweight placed on a subject for more than a moment, so keep that in mind with any suggestions.
