Extra Towels

I always request extra towels by checking the box in my reservation. I almost always mobile check-in (occasionally desktop check-in) 1-2 days before arrival. In the past year, exactly one hotel has provided extra towels. What gives? Do employees not pay attention to the boxes I check? This is across a wide variety of brands, cities, and price points in the US.
