Bad lounge manners?

How common is it for people to come to the lounge and just talk loud on their phone, or play YouTube videos without headphones. I’m staying at the Grand Sheraton in Bangalore, and there is a particular person that keeps coming up to the lounge and doing exactly this. Maybe it’s just how I was raised, but I would have expected people to be more polite overall when at the lounge.
