Do I need to have an option saying "do you accept cookies" on my business service website/blog?

I always see this on all websites. How do I know if I have to have this on my website? I do sell services online and I do have a blog. I also do have a lead magnet which I gather emails with. Can someone explain when having this is required and what it means? Do I need it?
