T. sinensis ootheca not hatching. What do I do?

So I got an ootheca from an insect fair back in mid-October. The person who sold it to me said it would hatch in 2 weeks. It hasn't hatched yet and I'm worried. It's hanging the right way and all. I didn't realize they could dry out so I'm now misting it and keeping it warm. Could the ootheca be in diapause despite the average temperature? I'm in SoCal.
