We have been informed that MangaDex is blocked in Russia at the ISP level since a few minutes ago. How to avoid the block will depend on how your ISP implemented it. Typically, you should try solutions in the following order:
Change your DNS server to a public one (Google, Cloudflare, Cloud9...)
Enable DNS over HTTPS/TLS (also known as "Secure DNS" sometimes)
If all else fails, you will have to use a VPN for the time being.
