Mainframes and CC processing in a cloud native world ?

Wanted to understand if it makes sense for investing in mainframes for a card processing system that is not meant to cater visa/mastercard level of transaction volumes? Even with the various activities from swiping a card to transaction being fulfilled/rejected , are microservices based architectures getting better at implementing the same ?
