So I've been playing around with the idea of a magic system powered by will. Basically the stronger someone's will or desire for something, the stronger the magic.

The questions I've been asking myself are. what would be the limitations of this magic? Would everyone be able to use it? Certainly we all have our own strength of will; although I would like to make a world where there are those who can't use this magic. The question is how? Do some people just not have a strong enough will, if that's the case how is a person's strength of will determined? Would the circumstance or situation also contribute to the person's will, because we all feel strongly about different things.

Also what would the limitations of this magic be in itself, if willpower is all that's needed couldn't someone technically do anything? Given the had the willpower to make it happen.

All I can say is certain is I want to break it down into three schools. Those who can manifest thier willpower through thier minds. Those who can manifest it through thier bodies. And those who can manifest it through spirit/soul.
