It's like this phrase came out of nowhere, people started using it, and nobody was ever explained exactly what it means.
This is pretty much insane spike knowledge of competitive magic cards and their effects throughout history.
I think I totally get it now.
For an LD card, I should compare everything to [[Stone Rain]]. If I pay 1 more mana, sorcery speed, same effect = below rate. Anything more efficient or instant speed same cost, etc. = above rate.
Correct me if I'm wrong.
Fair enough - Power creep (or....slip?) should of course be considered.

Any video you watch with players/commentators evaluating cards - SCG Tour coverage, WotC tour coverage, SCG Deck techs, VS series, etc.
At some point in every video, somebody will use the phrase "on rate" while referencing a card's viability, per se.
