Inexpensive but casual EDH?

So basically, me and my friends are pitching together to build an EDH for a friend who's out of work right now, and really wants a deck. He often borrows one of ours, which is fine, but he would like his own. We're trying to throw something fairly competitive but still inexpensive as a surprise for him, but we don't know where to start. Redditers, what would you recommend we build for him?
