Looking for non-saga Goldberry strategies in mono-blue

I know that she's intended for sagas, but are there any other blue cards that have effects when a counter is added or removed, or any blue cards that can give a toolbox of counters like [[Agent's Toolkit]] or [[Crystalline Giant]]? Maybe something with cumulative upkeep or flood counters? I was thinking that I could manipulate [[As Foretold]] a bit with it but that's hardly a great strategy.
