Dominating Licid Rules Question

I was on scryfall looking for creatures with good tap abilities for a Fifth Doctor deck I’m working and came across Dominating Licid. It’s effect seems pretty powerful, but is it only ever a once use thing without reanimation? For example, would you be able to blink or sacrifice a creature enchanted by the licid and respond with its effect to change it back into a creature without the Licid just falling off as an aura or you losing control of the enchanted creature? I am mostly thinking about with effects like Thassa Deep Dwelling. Any help/clarification would be appreciated. Thank you!
