Concrete cutter or general contractor?

Hey all, new to the area. I'm trying to having a really hard time finding someone who's willing to rough out the plumbing and cut out a window in my basement.
Anyone have a good recommendation for a general contractor or anyone who can cut concrete for residential jobs? I've tried a window company and a plumbing company and gotten a no-quote from both of them.
