I Broke 2009 Mac Pro

So I tried to do the thing and upgrade from high Serra to Mohave and I broke it. It won’t let me reinstall macOS. My boot camp of windows 10 works fine if i pull the main drive out. Suggestion on going about a reinstall? I have 2009 Mac Pro with rx580 graphics card.
