Should I buy a 16in now or wait?

I've been wanting to upgrade my 2015 for a while now, but had held off due to waiting to see if they would revert back to regular function keys instead of the touchbar (butterfly keys got reverted, so it's possible?).
I've been seeing word of the new Macbook pros with apples chip, but not sure if there will be a 16in. Would you all recommend waiting to see what happens in Nov? However, I'm tempted to buy one while they're reduced price on Amazon.
