2009 iMac display not turning on every time

I've got a Late 2009 27" iMac (2.66GHz i5, 8GB of RAM), and it has an issue with either the display or the GPU. Whenever I attempt to turn it on, most times the display remains off. However, after cycling power a few times the display turns on fine, and doesn't seem to have any issues. It's still very bright, and I don't even hear any whining from the PSU.

I know these iMacs have GPU issues, but is this sort of behavior indicative of a GPU fault? This iMac has the Radeon HD 4850 512MB card, so I'm not ruling that out as a potential issue.
