After every restart, the desktop background changes to default and dark mode switches to dynamic. Is there a fix? Update did not work.

Every time I restart my Mac, my desktop settings are reset to default and the dark mode setting changes to dynamic. This happened on Mojave and Catalina. I can't seem to find a fix for it anywhere, and it happens every time without fail. Does anyone know a fix, or at least a workaround? Any input would be appreciated.
