Not approved to drive message after completing the application

I started and completed everything in the app yesterday. I noticed each item I completed later said approved or pending as I went along. The last thing was that 20 minute series of videos. I later went into Settings then Apply to drive. I now get the message that says not approved to drive. Could this be because they are still working on things like my background check? I figured I'd be able to see the status of everything that was completed. FWIW, I was approved with Uber last week so there is nothing that would raise any flags.
