Does the body digest fiber? Does it depend on soluble or insoluble?

I’m watching my carbs due to me having high triglycerides and such. But fiber is listed as a carbohydrate on most labels.
I keep getting mixed messages on google. Some things say yes it is digestible, some no. Some things say soluble fiber is digested but insoluble fiber isn’t, and vice versa.
As an example, would eating oatmeal count too badly gainst the carbs I can have in a day? Or taking a fiber supplement for that matter?
I’ve heard soluble fiber can help lower cholesterol and triglycerides.
