Why do people regularly tell their romantic partners that they love them but not their friends?

I often hear people tell their romantic partners that they love them regularly but I rarely see people do it with their friends as often.
I love my friends but they don't tell me that they love me unless I say it first.
I'd say it more if they'd say it to me but they don't so I rarely say it.
Why do people not often tell their friends that they love them as often as they tell their romantic partners?
