Why do some people seemingly get more affected by the ring than others?

I was specifically thinking about Sméagol, and how he first came across the ring when his cousin Déagol found it. Almost immediately he got obsessed by the ring, before even touching it, and he ended up murdering Déagol just to get a hold of it. Why is this the case when we see Sam carry it when Frodo was captured, and he barely got affected by the ring's power at all?
