One Ring Necessary for other rings to function?

Something I'm curious about, if Sauron needed to put a large amount of his Ainur power into the One Ring to overcome the Elven Rings powers, why is it that those rings failed when the One was destroyed? They seemed to exist (and be quite powerful) before the One, so why did they become dependent on its powers?
