Why does the one ring corrupt?

My friend recently brought up an interesting question when I showed him Lord of the Rings for the first time. He was wondering why the one ring corrupts those who encounter it, as in - why does it make them want to keep it for themselves? Is this an intentional "design choice" by Sauron, or an unintended side effect? It seems like this attribute would make it incredibly difficult for Sauron to get in back in the event that he loses it, as even his own warriors would want to take it instead of bringing it back to him. I've often wondered, if an orc were to gain possession of the ring, how terrible would it be? Wouldn't they likely behave similarly to Gollum instead of actually bringing it to Sauron?
