Who rules over Bree?

It's my understanding that there used to be a kingdom of men out west way back in ye olden days, and I know where the Hobbits emigrated from, but at the time of Lord of the Rings, who ruled over places like Bree? Were they self-governed?
Also, completely unrelated, but why didn't Gandalf make the fellowship go through the Misty Mountains the same way Bilbo and the dwarves did, way back when?
