The dreaded "wall"

I hit the wall.
Or at least "a" wall. I was losing weight fairly quickly, and then... chunk. It just stopped. The pics also don't lie... I take them once a week, and there has been a stall.
I exercise light-moderately 5 or 6 days a week, usually an hour of basketball games and/or shooting and running up and down the court myself and/or a jog and/or weights.
I am 6'1'' and 202 pounds, and my intake is about 1800 calroies (and try to stay below 80 carbs) a day.
Is there something I could be doing to re-start the engine? Certain foods that work better than others? Any advice at all? I would really appreciate it.
Also... does fat "burn" from specific parts of your body due to genetics, or can you "target" where fat burns from?
