iām quite lean on my top half but my thighs are so thick and accumulate most of my fat. what can i do?
You have a thigh gap. So no not really.
I'd say recommend you pick up climbing or rings/aerial silks and start counting calories so you keep an excess of 500-700 kcal. That'll tighten and fill out everything in the right places without anywhere getting too much attention.
Right now you're at the best age to lay foundations that'll last a lifetime. I've done a lot wrong over the years but thanks to actually putting in the work early enough I still reshape into something that looks good without clothes and I think you've already gotten a fair bit of the way there.
Right now the most important thing is getting muscle in the right places to accentuate your natural contours and getting an accurate self image along the way.

Weight lifting is a good approach too. Personally I find it boring but it gets the job done. Anything where you move against a resistance of some kind is a good approach.
