If you are single, not married, no spouse……

Call your car insurance today! They have automatically started billing you a spouse charge. You have to opt out of it. There's a new law that went into effect on August 1 that automatically enrolls you in supplemental spousal liability coverage. Under new state law, that exception has become the standard. Drivers will pay the fee whether they're married or not. You need to sign the declination form to opt-out!!

The bulk of that should be covered by health insurance (or Medicaid disability), no?

You're assuming that people have health insurance or would qualify for Medicaid or disability. It can get complicated and may include the spouse's assets.
