City Broke Our Water Pipe, but Refuses to Repair It.

Hey everyone, I'm wondering if anybody else has been in this similar situation. The city came and replaced our water meter, and in doing so, cracked our water main. It began leaking heavily immediately.They say their policy is to not replace/repair the pipes at all. They said we can petition the city after the fact to be reimbursed.. has anybody been in this situation? How did it go?
