Creating a simple Volume Up activity

Hey all. Just purchased a Harmony Ultimate. Went through the full set-up & created a Watch TV activity. I have 2 devices - my Samsung TV & a Fire TV

Basically I'm trying to create a simple volume up activity & map it to my volume up button, so I can increase the volume while I'm in my Fire TV device (since the Fire TV doesn't have native volume up/down controls)

I've created the activity with 2 steps: 1) Turn TV on 2) Volume Up command. I'm not getting anywhere however. Am I doing something wrong? My Fire TV is connected to HDMI1 on my Samsung TV but I didn't set the input to HDMI 1 as it'd be cool to use the Vol. Up button in another device (like PS4) as well
