Do all third party plugins need to be loaded with Vestige

Sorry if this gets asked a lot but wanted to know if all third party synth/instrument plugins need to be loaded with Vestige? I'm on Linux and have been trying to get Cardinal to work. But every time I try to load the dll file from the vst folder, the little Vestige notification window tells me to wait as it tries to load the file and then nothing happens.

I'm wondering whether I'm using the right plugin to load the dll. If it helps, I'm using 1.3.0 app image but I also tried using version 1.2.2 but still the same results.
