Issue getting middle PCIe slot on Z87 E4 to work.

For some reason i can't get the middle 16pcie slot to work. The ones on either side work fine. Trying to get the third 280x working. Using a 1200 corsair PSU, powered 16x16 risers.
Tried so far: juggling the GPUs and risers, the middle slot is the only thing that fails.
Any ideas?
