Why are there so many great houses empty in Lisbon - but at the same time real estate prices are so high?

I was in Lisabon last week. Really a really really really beautiful and great city - But what struck me - There are sooo many great houses and whole streets empty in the middle of the city centre? Walled and fully sprayed.

At the same time, renovations and new buildings are underway - and apartments in the city centre seem to be very expensive. Why is there so much empty at the same time? Are these objects of speculation? Or are many simply rotten inside and renovation is not worthwhile?
