Best way to synchronize backups? Laptop - local NAS - cloud VPS

So, I'm growing a little more of a fan of backups and the 3-2-1 Back up Strategy that's why I bought a NAS and a bigger VPS. Right up until now I had a smaller one with little space.
The thing is I want to back up certain folders from my notebook into those to other devices. I guess that rsync is the tool for it, but my biggest concern is regarding periodicity and the direction{,s} in which those are done.
The laptop can be in the same local network as the NAS, but not always. The VPS can be seen from any place. Should I sync NAS and VPS against each other at any point?
What's the best approach for this?
