Issues with WINE, program is installing but won't run. Maybe a 32/64 bit issue?

Hey all, I'm trying to get a somewhat niche program to run under WINE and could use advice. I'm running Debian 10, x86_64 Linux 4.19.0-16-amd64, Wine is v 4.0. The program is Gap Light Analyzer. I ran WINE on the installer that I got from there and all it did was drop an .msi file buried in my .wine folder. I have run msiexec on it and it seemingly installs but when I try to run it I get an error saying:

"System Error &H800004002(-2147467262)"

So that's less than helpful. Here's a Gist of the installation and trying to run the program. GLA (the program) should work on 32 or 64-bit systems, but I know I had to get wine32 to install it in the first place so maybe there's an issue with that?

Could just be that GLA won't work with WINE but figured I'd see if this looked familiar to anyone else or if there's something I can try to remedy this. Thanks!
