Flashing Pixel Issue - Mint 19.1 MATE

Both monitors on my setup are having pixels flash constantly. This appears to only occur on dark backgrounds and it seems to be only when I'm at my desktop (other windows open at desktop appear to also show it though). Full screen video does not appear to show it like a YouTube video or Netflix in Firefox. Nvidia 390 graphics driver.
Update: Issue is occurring on other full screen apps also but still not on full screen video.
