Who exactly are PPA Maintainers? (Padoka, ukuu, etc)

If you use Ubuntu (or ubuntu-based distro) and have an AMD card, it's almost impossible to not hear about PPAs like Padoka Mesa or the one for ukuu to get the latest kernel
but who exactly are the maintainer of this third-party repositories? As far as I can tell they are not official maintainers from Canonical
do people just trust them because they don't want the manual work of building packages them self?
