Can't get Debian Buster on a USB

I'm trying to install Debian Buster onto my Atomic Pi but can't seem to get the image to flash onto my usb (64GB).

Images I've tried:

Bare Bones Image

LXDE Image

Iso to USB Programs I've tried:

http://unetbootin.github.io/

https://sourceforge.net/projects/iso2usb-project/

The images never seem to fully transfer to the USB, only taking up 35MB. Any idea what I'm doing wrong?
