GRUB completely broken on my system (Volume Full)

A couple of days ago, my Fedora installation stopped booting, it would boot into GRUB, panic with the following error, then shutting down after 5 seconds.

Could not create MockListRT: Volume Full Could not create MockListXRT: Volume Full Could not create SbatLevelRT: Volume Full Could not create MockListTrustedRT: Volume Full Something has gone seriously wrong: import_mok_state() failed: Volume Full

After some googling I believed my issue had to do with the boot table, so I booted into SystemRescueCD to try to fix it using efibootmgr, but that fixed nothing. I made sure I had secure boot and fast boot disabled and tried again, but nothing.

Frustrated, I opened gparted from SystemRescueCD and wiped my entire hard drive, burned a fresh Fedora installation drive on a USB drive with a secondary Windows machine, tried with both Rufus and Etcher, but even though my hard drive is empty and the USB had just been flashed, I'm still encountering the same issue.

I don't know what to do, the problem seems to be hardware related, as not even a full hard drive wipe seems to fix it. What can I do?
