LinkedIn business page error

I just joined LinkedIn and and want to create a page for my relatively new small business. However, I am getting this error when I try to do so—"Before creating a Page, add connections on LinkedIn to expand your network. Then try creating a Page again." I tried following many different pages that I felt were related to the nature of what my business is for yet I continue to get this error. Can somebody tell me what I'm doing wrong?
