Gutter cleaners

I feel like i have been scammed. some fella knocked on our door, he saw outside that the gutter pipe needed fixing. He offered to do it plus clean the gutter for 60 euros.
im renting and i told them that I contact rowan fitz and they send someone to do it coz its part of their maintenance, but he insisted and did it anyway.
note: i am a foreigner and i live in a slightly shady area in limerick city.
