When is a good time to book Downtown Grand?

I’m hoping to book downtown grand but on Expedia it has a non refundable option for ~220 dollars per night and i was hoping to book a refundable reservation. I then checked their official website and it says there’s no rooms available.
My question is will downtown grand stay this price until lineup is out? And is there anywhere to book it without being non refundable and still around 220?
